On February 24, 2026, students from across Maryland will gather in Annapolis for Maryland Business Roundtable for Education’s (MBRT) signature event, Youth Congress Day. In its sixth year, this event is a powerful, hands-on opportunity for high school students to experience civic leadership and legislative advocacy in action during the Legislative Session of the Maryland General Assembly.
With a front-row seat to the legislative process, students will kickstart the day at the Maryland State House to observe elected leaders in session, hearing directly from lawmakers about the issues shaping our state. Students will also participate in a guided tour of the historic State House, learning about Maryland’s rich history while standing in the very rooms where generations of leaders have shaped policy and progress.
Following lunch, students will take part in MBRT’s highly anticipated mock legislative debate, stepping into the roles of policymakers to discuss and defend their positions on a current bill before the General Assembly.
This year, students will debate House Bill 0189, which, if passed, would require, beginning the 2027-2028 school year, that public middle and high schools begin instruction no earlier than 8:00am and 8:30am, respectively. In a powerful and timely coincidence, this very bill will be heard by committee in the House of Delegates the very same day, just across the street from the students’ mock session.
Beyond learning the mechanics of government, Youth Congress Day encourages students to consider multiple perspectives, engage in respectful dialogue, and practice critical thinking, reflecting MBRT’s commitment to equipping students with college and career readiness skills through meaningful, experiential learning.
